1. Disaster Prevention Drills
This drill, based on an integrated disaster prevention perspective, extends the scope of preservation beyond individual monuments and historic buildings to include historical districts comprising streets and settlements. In line with the Ministry of Education's University Social Responsibility (USR) project, which emphasizes "local engagement" and "talent cultivation," universities are encouraged to fulfill their social responsibilities and strengthen local partnerships for regional development. Students are engaged in partnerships with local governments and industry resources, as well as cross-disciplinary, interdepartmental, cross-team, and inter-university collaborations, under the leadership of faculty. These endeavors are designed to stimulate regional growth and innovation by fostering the innovative cultural development of local industry clusters and communities, fostering a new generation that is capable of comprehending, responding to, and taking action on real-world issues, enhancing local identity, and inspiring local employment or entrepreneurship.
The project highlights the historical significance of the Shenkeng Elementary School Auditorium and the heritage neighborhood of Shenkeng Old Street in New Taipei City, coordinating a "Comprehensive Compound Disaster Risk Drill." This project entails working together with the Bureau of Cultural Heritage, the Ministry of Culture, the Department of Cultural Affairs of the New Taipei City Government, Shenkeng Elementary School, local village chiefs and business owners, the Shenkeng District Office, the New Taipei City Fire Department, and the New Taipei City Police Department to jointly create fire drills and awareness programs. This program is the inaugural resilient community project in Taiwan as part of the Ministry of the Interior's Sprout Project. It integrates cultural heritage into its development. The activities involve organizing disaster prevention drills at school campuses, accompanied by comprehensive disaster risk drills in the Shenkeng Old Street region.
A fire drill was executed on Tuesday, September 12, 2023, at the Shenkeng Elementary School Auditorium, the former Shenkeng Police Substation, and the Land God Temple, located at the end of Shenkeng Old Street, subsequent to the cultural heritage management and disaster risk mitigation workshop conducted at the Shenkeng Civic Activity Center on Friday, August 18, 2023. Alongside engagement with the local community, property owners, users, and managers of heritage sites in New Taipei City were also asked to engage. The fire exercise and workshop sought to deliver training in disaster risk management, enhance fire safety awareness, and provide practical instruction on the use of firefighting equipment. The objective was to improve disaster response capabilities, allowing participants to proficiently utilize fire extinguishers for initial fire suppression in scenarios where external firefighting services may not be readily accessible. By learning suitable emergency responses during disasters, participants were better prepared to reduce the frequency and effects of catastrophes, so assuring the effective execution and advocacy of disaster preventive and response plans for heritage sites.

2024 World Heritage Education Lecture, New Taipei City

"World Heritage" refers to sites, monuments, groups of buildings, and natural environments that are inscribed on the UNESCO list for their outstanding universal value. These represent the highest level of global cultural heritage preservation and embody all of humanity's cultural achievements. New Taipei City is home to three potential World Heritage sites: Fort Santo Domingo and its surrounding historical buildings, the Shuei-Jin-Jiou Mining Sites, and the Lo-sheng Sanatorium. In 2024, the Shenkeng USR project, entitled "Co-creating a Sustainable and Resilient Cultural Community in Shenkeng: A Multifaceted Value Enhancement Initiative," was chosen for the ICOMOS Preserving Legacy Project. This selection represents the substantial international acknowledgment of Shenkeng's cultural significance.
The New Taipei City Government has arranged various educational lectures and workshops to promote possible World Heritage sites in New Taipei City. These meetings convene international experts and local stakeholders from historic sites to participate in conceptual training and substantive discussions regarding the preservation of World historic sites and prospective World Heritage sites in Taiwan. The objective is to enhance public consciousness regarding heritage conservation.
This lecture, held in Shenkeng, featured experts from AusHeritage, the Australian Heritage Association, who shared the latest global conservation concepts. By examining international trends in world heritage, the lecture explored potential World Heritage sites in New Taipei City. The event attracted a large audience and received positive feedback.
University Social Responsibility Lecture Series
Topic 1: The Natural Ecology and Cultural History of Shenkeng—Director Jian Zhenlong

On April 24, Director Jian Zhenlong of the Shenkeng Cultural Studio gave an informative presentation for the Department of Architecture's "Urban Renewal Practice" class. He provided a comprehensive overview of Shenkeng's natural ecology and cultural history, highlighting important aspects of local historical and cultural surroundings as well as industrial growth. The presentation effectively demonstrated the importance of improving environmental quality, cultural preservation, and ecological conservation in the region. Director Jian also presented feasible strategies and planning initiatives for the future development of Shenkeng Old Street and Jingmei River, offering valuable perspectives for regional enhancement.
Topic 2: The Stories of Shenkeng and the Architecture of Street Houses—Village Chief Huang Jianqiang

Later that day, Village Chief Huang Jianqiang of Shenkeng presented a lecture for the Department of Architecture's "Urban Renewal Practice" course. His engaging discussion focused on the stories surrounding Shenkeng and the architectural history of its street houses. He investigated the impediments to urban redevelopment in historical districts, providing students with a more in-depth understanding of these issues. The lecture concluded with a discussion that helped students do a preliminary feasibility analysis and create a recommendation report on Shenkeng's urban regeneration potential.
Topic 3: The History, Culture, and Industrial Development of Shenkeng—Professor Chen Weilin

On May 10, Professor Chen Weilin led an engaging lecture for the Department of Visual Communication Design’s "Creative Marketing" course. Using traditional knowledge of Shenkeng's history, culture, and industrial progress, Professor Chen taught students how to develop integrated marketing strategies that highlight the city's unique character. The lecture used innovative visual communication design, incorporating sound, light, and imagery, to provide students with practical techniques for marketing Shenkeng's unique enterprises across various media platforms, ultimately assisting in the resuscitation of local industry.

Results Exhibition: "Co-create a Sustainable and Resilient Cultural Community in Shenkeng: A Multifaceted Value Enhancement Project"

The practical results exhibition of this project was held from December 27 (Wednesday) to December 31 (Sunday) at the Grand Auditorium on the sixth floor of Shenkeng's First Activity Center. The exhibition centered on the overarching objective of "Sustainable Cultural Planning for Shenkeng" and aimed to showcase the tangible outcomes achieved during the project while fostering in-depth communication and interaction with local partners and residents in Shenkeng.
The exhibition covered practical achievements in cultural preservation, spatial governance, and digital application from various courses, demonstrating how students combined creativity and technology to advance the sustainable development of the Shenkeng area. Through the exhibition, visitors observed concrete project outcomes, such as case studies in cultural heritage restoration, adaptive reuse of idle spaces, and field applications for enhancing disaster resilience.
