●Planning Objective:
Deliberation on urban renewal issues for Shenkeng Old Street.
The course seeks to provide students with a thorough understanding of urban planning and urban renewal regulations. Students will conduct field studies of Shenkeng to explore and address urban renewal issues related to Shenkeng Old Street and the surrounding Boat Port area, thereby initiating innovative planning and design concepts. Students are required to produce a collaborative report in accordance with the guidelines and format of the New Taipei City Urban Renewal Business Plan, thereby bridging the gap between academic study and real-world professional practice.
●Curriculum and Instructional Features:
Understand the urban renewal concerns related to historic districts.
A distinctive feature of this course is the hands-on approach, guiding students through field investigations of the Boat Port site. Students will acquire in-depth historical knowledge through guided tours led by instructors from the Shenkeng Cultural and Historical Studio, enriching their comprehension of the history and key events of Shenkeng Old Street. This immersive experience fosters a connection between students' planning and design concepts and the real social needs they aim to address.
This course also utilizes a project-based learning (PBL) approach for planning and design. Students will begin by exploring pertinent urban renewal regulations and policies in the classroom. Each group will then engage in role-playing various community stakeholders, such as government officials, village chiefs, members of community associations, local business owners, tourists, and designers. By taking on these diverse roles, students will explore various perspectives and needs, leading to a group discussion that synthesizes all viewpoints and finalizes their planning and design results. This design process, which prioritizes collaboration and a variety of perspectives, leads to plans that better represent the genuine needs of the public, in contrast to conventional designs that are influenced only by the personal vision of a planner. The collaborative brainstorming and involvement from different roles enhance the design, expanding beyond the viewpoint of a single planner to incorporate greater diversity and complexity.
●Expected Social Impact:
Students will submit preliminary feasibility analysis reports proposing suggestions for the urban renewal of Shenkeng Old Street.
By conducting on-site visits to Shenkeng Old Street and the surrounding areas of the Boat Port, students will acquire an in-depth understanding of the local historical and cultural heritage, along with the distinctive natural environmental features. Drawing from this firsthand experience and a thorough evaluation of practical requirements, a feasibility analysis report will be developed regarding the urban renewal of the Shenkeng Old Street and Boat Port areas. The report will follow established project proposal formats, equipping students with essential preparation for the professional challenges they will face after graduation.

The final project report for this course necessitates that students create a document consistent with the content and format of the Urban Renewal Project Plan of New Taipei City, utilizing real industry-standard project reports as reference examples. This initiative seeks to equip students for their future careers by offering them early engagement with practical, real-world activities connected to urban renewal planning.

In the concluding phase, students will collaborate in groups to finalize an urban renewal planning and design report centered on Shenkeng's Boat Port and its adjacent areas. The report from each group will encompass an analysis of pertinent urban planning regulations, a summary of urban renewal laws, an examination of Shenkeng's historical context and natural characteristics, land use planning, urban design, and landscape proposals, as well as conceptual design illustrations for urban renewal initiatives.

This course aims to provide students with an early insight into the practical demands of their future professional roles, ultimately equipping them more effectively for their careers.

(1)Origin and Purpose

Before the thorough review carried out on January 17, 2011, the zoning regulations for 20 urban planning areas in New Taipei City, which include Sanchong, Banqiao, Zhonghe, Xinzhuang, Yonghe, Xindian, Luzhou, Tucheng (Dingpu area), Xizhi, Shulin, Shulin (Sanduo area), Shulin (Shanjia area), Tamsui, Tamsui (Zhuwei area), Taishan, Wugu, Taipei Port, Bali (Longxing), Ruifang, and Aodi, were officially put into effect. The control guidelines for urban planning areas not included in the previously mentioned 20 areas were updated during the thorough review of each urban planning district in line with the general zoning guidelines.

After careful examination, the "Implementation Rules for the Urban Planning Act in New Taipei City" (hereinafter referred to as the "Implementation Rules") have included regulations concerning general land use zoning control applicable to the entire city, which came into effect on April 29, 2014. Partial amendments to the Implementation Rules were made on December 7, 2016, November 7, 2018, and July 3, 2019, in response to the city's policies and operational needs. As the Implementation Rules serve as the overarching regulations for land use zoning, there were instances of redundancy or conflict between their provisions and those outlined in individual urban plans. Additionally, it has been over 12 years since the last comprehensive review of land use control in 2008. During that time, changing circumstances have rendered specific provisions obsolete, necessitating their deletion or adjustment in accordance with municipal policy and administrative requirements.

The key points for this comprehensive review of zoning control are as follows:

A. Following the Implementation Rules, eliminate redundant provisions in the zoning control guidelines concerning zoning, building coverage ratio, floor area ratio, excavation ratio, courtyard and arcade setbacks, and requiremnets for urban design review areas, while maintaining region-specific provisions.
B. The Implementation Rules have led to the removal of terminology definitions and provisions related to floor area incentive items, including those for public facilities, and the upper limit for floor area incentives has been revised.
C. Incorporate zoning control guideline content from specific case modifications as they evolve over time.
To enhance the consistency of city-wide land use control with municipal policies, the following regulations have been established: applications for open space incentives beyond commercial zones are restricted; requirements for soil depth in landscaping and planting have been increased; excavation rates on public facility lands are limited and must adhere to urban review resolutions; public facility donations may be converted into cash donations; and specific guidelines for vertical development in industrial zones have been implemented.

(2)Legal Basis

Article 26 of the Urban Planning Act:

" No unauthorized changes shall be made to any urban plan that has been announced and implemented. However, the agency formulating the plan shall review the plan comprehensively once every three or five years and make necessary modifications according to the developments while also taking suggestions from the public into consideration. Land reserved for public facilities that are deemed unnecessary shall be used for other purposes. The Ministry of the Interior shall stipulate the regulations regarding the comprehensive review of urban plans as described in the preceding paragraph, the operating procedure, and the reviewing criteria."
