Co-creating a Sustainable and Resilient Cultural Community in Shenkeng: A Multifaceted Value Enhancement Project
The "University Social Responsibility (USR)" project is set to be implemented by the Ministry of Education in order to improve the concentration of universities on talent development, international collaboration, and community engagement. The goal is for USR projects to play a pivotal role in universities' social participation, promoting professional knowledge and creativity to bridge the gap between academia and practice, enhance local identity and development, and ultimately move toward a vision of global integration.
The university, situated in the Wenshan District, has a significant history in cultural and heritage education and research. This project incorporates local needs within the framework of "cultural sustainability," referencing Sustainable Development Goal indicators, specifically Goal 9 (Industry, Innovation, and Infrastructure), Goal 11 (Sustainable Cities and Communities), and Goal 13 (Climate Action), to embody the principles of University Social Responsibility (USR). The project involves the creation of the Green Space at the Boat Port, fostering resilience in old street communities, advancing diverse talent development through collaborations between industry and academia, and promoting digital value enhancement—all aimed at positioning Shenkeng as a community characterized by cultural resilience.
Problem Awareness and Project Objectives
During the Qing Dynasty, the Shenkeng area was part of Quanshan Fort, which was later renamed Wenshan Fort during the Japanese colonial period. It was a transportation hub where the Tamsui-Kavalan Trails intersected with the Jingmei River, serving as a transshipment point for tea, dye, and other goods from Shuangxi, Shiding, Pinglin, and Yilan. Due to the diminished utility of the ferry in recent years, Shenkeng has forfeited its status as a commercial center. Notwithstanding partial improvements, Shenkeng's historic street persists in a precarious condition, devoid of disaster resistance and undergoing a swift deterioration of its cultural attributes and competitiveness. Therefore, culturally-based spatial governance, historical space revival, connecting community memory, industrial revitalization, and disaster risk management to enhance resilience for sustainable operation are critical for Shenkeng's sustainable development.
Project Implementation Strategies and Approaches
As a key reference, this project draws on the United Nations' 5Cs strategy for promoting world heritage—Credibility, Conservation, Capacity Building, Communication, and Community Involvement. The project focuses on revitalizing the green public space at Shenkeng Boat Port, while simultaneously promoting a community that is resilient and prepared for disasters in the historic street area. We introduce four sub-projects designed to improve cultural translation, promote cultural regeneration, establish a thorough disaster management system, and enhance value through the adoption of digital technologies. This project combines school curricula with community engagement, working together to cultivate a culturally rich and intellectually strong community in partnership with the local Shenkeng community.

(1) Translating Shenkeng's historical and cultural narratives to serve as the foundation for consolidating local consensus on cultural sustainability.
(2) Recreating the green space at the Boat Port to connect historical and ecological environments.
(3) Enhancing the disaster resilience of Old Street to address climate change and disaster risks.
(4) Revitalizing and reusing historical spaces, establishing a consensus on space governance that prioritizes cultural values.
(5) Innovating industrial cultural marketing by integrating the next generation of community business circles and empowering cultural marketing.
(6) Constructing a digital value-added application system to develop a digital spatial governance platform that promotes diverse participation.
2. Key Performance Indicators by Year
(1) 2023: Reinterpret cultural resources, build collaborative networks, recreate historical spaces, introduce resilience mechanisms to the community, organize industrial revitalization efforts, and plan a digital value enhancement platform.
(2) 2024: Cultivate talent for cultural translation and industrial value enhancement, transfer technology for enhancing community resilience and revitalizing historical spaces, and establish a cultural sustainability planning and space governance platform.

I. Implementation Sites
1. Shenkeng Old Street
Shenkeng Old Street originated during the Jiaqing period of the Qing Dynasty. In 1915, during the Japanese colonial era, the ancient Han-style earthen constructions termed “Thoo-kat-tshu” were transformed into Western-style brick arcades with continuous street homes, known as “covered passageway.” Since 2008, the New Taipei City Government has enacted measures to conserve the arcades and rehabilitate the historical façade through urban planning projects. The strip extends roughly 300 meters and features distinctive culinary and retail options. Preserving traditional building poses difficulties,as the area demonstrates a relatively elevated risk of disaster.。
2. The Boat Port Plaza
Shenkeng features a mountainous landscape, where historically, river transport provided more convenience than land transport. Goods were unloaded at the Boat Port, which has the capacity to accommodate more than 20 sampan boats, and subsequently transported to Shenkeng Street. The Boat Port, located next to Zhongzheng Bridge, is the only remaining site that links Shenkeng’s historical development and industrial cultural heritage. Over time, the plaza at the Boat Port has become a public space, and the images of the former dock and towpaths along the river are now barely recognizable, with the spatial connection to the Old Street rapidly fading.
The project "Co-creating a Sustainable and Resilient Cultural Community in Shenkeng: A Multifaceted Value Enhancement Project" aims to meet local needs through the revitalization of the green open space at the Boat Port and the establishment of a resilient disaster-prevention community focused on Old Street. This project facilitates cultural translation, creates a platform for cultural revitalization, and implements an efficient disaster management system. The system incorporates a robust disaster management framework and employs digital technologies for efficient green network management and value enhancement. The Boat Port Plaza and Old Street serve as the main locations for implementation, facilitating collaboration with the local community to meet these objectives.

(1) Resilience and Cultural Resilience
A. Resilient Society: In the 21st century, extreme climate events have caused global environmental changes, making coexistence with threats and harmony with the environment a significant international issue. "Resilience" refers to robustness in responding to pressures and demands. In the face of threats, resilience involves redundancy—using buffer zones and alternative mechanisms—as well as resourcefulness and rapidity, enabling quick identification of root causes and systematic responses to problems. Moreover, a resilient society possesses recovery capabilities and reconciliation qualities, which contribute to sustainable social development.
B. Cultural Heritage and Disaster Resilience: The concept of resilience in disaster risk reduction was introduced by the United Nations Office for Disaster Risk Reduction (UNDRR) in the 2005 Hyogo Framework for Action. The 2015 Sendai Framework for Disaster Risk Reduction underscored the necessity of collaboration across various administrative sectors—such as cultural heritage preservation, urban planning, and disaster prevention and response—emphasizing the importance of coordinating among stakeholders. The importance of local community experience and the focus on vulnerable populations were consistently emphasized. The Sendai Framework introduced important ideas concerning cultural heritage and disaster resilience, such as "harmonization" and the principles of "Reconstruction and Build Back Better." Developing vital strategies for disaster mitigation and recovery before disasters strike is a significant global concern.
C. The Key Role of Culture in in Resilience and Sustainability: The International Council on Monuments and Sites (ICOMOS) is the primary advisory body assisting UNESCO in advancing world heritage initiatives. In 2022, ICOMOS published a document on the role of culture and cultural heritage in supporting climate change challenges, underscoring the critical significance of cultural heritage and traditional knowledge in strengthening community resilience. On the occasion of the 50th anniversary of the World Heritage Convention in 2020, the United Nations once again emphasized the essential role of cultural heritage in supporting human “resilience,” “humanity,” and ‘innovation.” These statements collectively highlight an important global trend: the significant role of culture in fostering resilient sustainability.
(2)Strengthening Local Connections
Situated in the Wenshan District, our school has formed a lasting partnership with the local community in the Shenkeng area. This project seeks to rejuvenate historical locations and strengthen cultural resilience, linking important cultural areas with the everyday lives of the community. A consensus has been achieved through several consultative meetings, with each issue directly addressing the needs of local sustainability. Utilizing a multi-stakeholder participation and collaboration mechanism, along with a co-creation platform, will enable us to implement this plan more effectively and create a culture-based spatial governance system.
